Set in Academy City, a city of scientifically advanced superhuman students, located to the west of Tokyo, in a world where magic is also real. The story follows the adventures of Electromaster http://anidb.net/ch2469 [Misaka Mikoto], nicknamed Railgun due to her signature move, one of the Level 5 espers and the third strongest in Academy City, and her friends.
After the events of the Level Upper incident, normality seems to have returned to the life in Academy City. Until one day Mikoto gets the feeling that she is being watched. Eventually she finds out about the Someone is Watching You urban legend and that several other students have also been experiencing the same thing, eventually driving them into social withdrawal.
